Elena Skvortsova, born in 1948, Doctor of Medical Sciences, Professor, is the chief researcher and head of the center for monitoring harmful habits among children and adolescents of the Federal Research Institute for Health Organization and Informatics of Ministry of Health of the Russian Federation. In 1981 she defended her Ph.D., and in 1997, doctoral dissertation in the specialty of public health and health care. Author of over 190 publications. For over 20 years, he has been monitoring the consumption of psychoactive substances among adolescents in Russia.
